Below is a brief timeline of the recent history of Public Safety Broadband efforts, news, and activities in Colorado.

ADCOM 911 Public Safety Broadband Network

July 2010

ADCOM 911 receives a grant to pilot a Public Safety Broadband Network (PSBN).It is one of the first entities in the country to receive a waiver to use the Band 14 spectrum and federal grant funds to build out a 19 site network across the county.

Passage of the “Spectrum Act”

February 2012

The Middle Class Tax Relief and Job Creation Act of 2012, or the “Spectrum Act,” is signed into law, creating the First Responder Network Authority, or FirstNet. Title VI of the Spectrum Act outlines the requirements for creation of the National Public Safety Broadband network, or NPSBN.

Colorado Receives State and Local Implementation Grant Program (SLIGP) Award

July 2013

The Governor’s Office of Information Technology (OIT) was awarded $2.5M in federal funds by the National Telecommunications and Information Administration (NTIA) in 2013 to support Colorado’s planning for FirstNet.

FirstNet Colorado Governing Body Established

December 2013

The FirstNet Colorado Governing Body (FNCGB) met for the first time to discuss Colorado’s approach to public safety broadband planning. This group is now called the Colorado Public Safety Broadband Governing Body (CPSBGB).

FirstNet Colorado Team Begins Outreach

April 2014

The FirstNet Colorado (FNC) team begins outreach with Colorado’s 64 counties, its 2 tribes and state agencies.

FirstNet Initial Consultation Meeting with Colorado

January 2015

Colorado has its Initial Consultation Meeting with FirstNet at History Colorado in Denver, with more than 125 local, state, tribal and federal stakeholders in attendance.

Colorado NPSBN Data Collection Submitted

September 2015

Colorado provides a comprehensive data collection submission to be included in the FirstNet Request for Proposals (RFP) for publication in 2016.

FirstNet Publishes RFP

January 2016

FirstNet publishes its RFP to select a partner to build the NPSBN.

FNCGB Meeting with FirstNet

May 2016

Official governance body meeting held in Arvada, Colorado with FirstNet leadership.

FirstNet Award Delayed

November 2016

FirstNet partner award delayed until at least March 2017 due to a protest filed in the U.S. Court of Federal Claims by the Rivada Mercury consortium.

FirstNet Innovation and Test Lab Opens in Boulder, CO

November 2016

The FirstNet Innovation and Test Lab ribbon cutting occurs on 11/09/16, officially opening the facility, in preparation for the partner award announcement.

FirstNet Selects AT&T as Partner

March 2017

FirstNet Selects AT&T as its partner to build the NPSBN. AT&T and FirstNet develop an aggressive timeline to deliver the state plans and request a Governor decision before the end of 2017.

Colorado Opts-in to FirstNet/AT&T State Plan

December 2017

With the support of the FNCGB, Governor Hickenlooper “opts-in” and selects FirstNet/AT&T to build and operate the NPSBN in Colorado.
